C 2.00 COMMITTEES
C. 2.01 Executive Committee
(1) An Executive Committee shall be constituted at each regular meeting of the Synod, which Committee shall consist of the following members, namely: The Bishop, as Chairperson; the Dean of Saskatchewan; the Archdeacons; the Regional Deans; the Chancellor; the Executive Secretary; the Treasurer; and three clergy and five lay delegates to be elected by Synod. The Bishop may appoint two additional members, either Lay or Clerical, from any part of the Diocese.
(2) The Executive Committee shall carry out decisions of the Synod; shall prepare business for the Synod; report its proceedings thereto; and in the interval between meetings of Synod shall exercise the executive posers of the same; and shall receive reports, where appropriate, from the various committees of Synod.
(3) The Executive Committee shall meet quarterly. In the absence of the Bishop, the Senior Dignitary present shall take the chair. The Executive Secretary shall be responsible for Minutes of the meeting. Seven members shall constitute a quorum.
(4) The Executive Committee at its first meeting shall appoint a Finance Committee, who shall hold office during the pleasure of the Executive Committee.
C. 2.02 The Finance Committee
The Finance Committee shall consist of the ex officio members, the treasurer as its chair, and six other members from both the clergy and laity of the Diocese, with a quorum for any meeting being no less than four persons. The Finance Committee shall meet a minimum of quarterly, in advance and in preparation for the Executive Committee meeting. Members of the Finance Committee shall be selected by the Executive Committee and shall be charged with the preparation of the annual Diocesan budget, as well as a regular review of the Diocesan financial statements and investment portfolio. The Finance Committee shall monitor the finances of the Diocese, report to the Executive Committee on the state of these finances, and prepare recommendations and reports as required and directed by the Executive Committee.
C. 2.03 Constitution and Canons Committee
(1) The Constitution and Canons Committee shall consist of the ex officio members, the Chancellor and the Secretary Treasurer of Synod, together with two clergy and three lay persons to be elected at each regular meeting of Synod.
(2) The duties of the Committee shall be to consult all proposed revisions or amendments to the Constitution and Canons, and report on the same to the Synod. The Committee shall also report to the Executive Committee if occasion requires.
C. 2.04 St. Mary's Cemetery
(1) The responsibility for the care and maintenance of St. Mary's Church and Cemetery shall rest with the Executive Committee of the Diocese of Saskatchewan.
C. 2.05 Program Coordinating Committee
(1) There shall be constituted a Committee to be known as the Program Coordinating Committee, responsible for research, planning and development of diocesan policy in the areas of Christian Education, Evangelism, Youth work, Stewardship and Information, Liturgy, and ministry in general.
(2) This Committee shall consist of the Bishop of the Diocese as Chairperson, and the Dean, the Archdeacon(s), the Executive Secretary as ex officio members; and two priests and two members of the laity, all members of the Synod, elected by the Synod; the chairperson or a member of each diocesan program, committee, or project, active in the diocese. The Bishop may appoint to the Committee such other members of the Laity and Clergy as the Bishop, in consultation with the Committee, may deem advisable. At the first meeting of the Committee following each Synod there shall be elected from the members of the Committee a Vice-Chairperson and a Secretary; and the Vice-Chairperson shall preside at meetings in the absence of the Bishop and shall act in the capacity of the Chairperson in the handling of business of the Committee as shall be delegated to the chairperson; the Secretary shall keep appropriate minutes of all meetings and proceedings of the Committee and shall have custody of the records of the Committee and its sub-committees and task forces. The Committee shall have the power to create and fill such additional offices as it deems necessary and appropriate to conduct conveniently its proper function.
(3) The Committee shall be empowered to establish such sub-committees and task forces as it deems desirable for the purpose of dealing with any matter which the Committee may deem appropriate. The sub-committee and task forces so established may consist of members of the Laity and Clergy at large which shall not be required to be members of the Committee or of the Synod.
(4) The Committee and its sub-committees and task forces shall co-operate with General Synod and Provincial Synod Boards and Departments having similar objects and responsibilities.
(5) The Committee shall make a formal report to the triennial meetings of the Synod, and progress reports to the regular meetings of the Executive Committee of the Diocese.
(6) The Committee shall deal with all matters falling within the scope of its responsibility as set out in sub-paragraph (1) hereof and all such matters deemed necessary shall be referred to the said Committee by the Synod and the Executive Committee of the Diocese.
(7) Nothing contained in this Canon shall abrogate the prerogative of the Bishop of the Diocese contained or expressed in the Canons of the Diocese, and in the event of any conflict the right and prerogative of the Bishop of the Diocese shall prevail.
C. 2.06 The Diocesan Indigenous Council
(1) There shall be a Diocesan Indigenous Council consisting of the Bishop, all Indigenous clergy, all Indigenous licensed lay readers, plus three lay members at large appointed by the Council.
(2) The Council shall meet at least once a year at the call of the Bishop, or any three members of the Council.
(3) It shall be the duty of the Council to advise the Bishop as to the spiritual needs of the people on reserves, and also in urban communities. The Bishop shall consult the Council on appointments of Lay Readers, and the selection of candidates for Holy Orders, and the appointment of Lay Readers and clergy to various Indigenous congregations.
(4) The members of the Council are expected to set an example of Christian living to the people in their community; and also to do all in their power to involve the people of the congregation in the life and work of the Church in their midst.
